Power distributed in the world

In my world, everything is transparent. Power is distributed based on who can prove to be strong and protect the tribe. Usually, the hierarchy  of power is in a pyramid  diagram, the chief has the most power as its his/ her responsibility to see that the tribe survives through all of the harsh weather and there would be no scarce of food and threats against wild life. After the chief, there are 3 advisor, their the tribe is to monitor the tribe and  report to the chief regarding any issues the tribe faces. They have their own secretive informants to keep them updated on any and every information concerning the tribe.  Under them are justice system ( note: even though this group is lower in the hierarchy, they hold the power equal to the chief, to regulate that no one abuses their position) This is usually comprised of 10 individuals. after which, have the hunters and gatherers, and common citizen who can apply to be in tribal government position.

Usually, there would not be any issue of betrayal or  abuse of position because tribe shares every function as hunters and gatherers equally, thus eliminating the discrimination of  "who is better" mindset.  The advisors and the justice department meet on weekly basis to discuss what needs to be built and rationing of food. based on the information provided  it is discussed with the chief on biweekly basis  after which the chief approves or suggested alternative changes.  Most of the society architecture is made  out of clay type material  with wood structured beams. They are currently using Indus valley  architectural forms for shaping their territory and building their society.
